Description
CONTRIBUTING GUIDE: add section about finding issues to work on for code contributions
While for non-code contributions there were guidelines already about how to find issues to contribute to, for code contributions, this wasn't yet all that clear.
Hopefully the newly added section will help people to find an issues to work on in a more straight forward manner.
